Obama Admin Name Matt Jones State Director for Rural Development |

WASHINGTON - The Obama Administration began naming individuals who will serve as State Director for Rural Development at the USDA.
"These individuals will be important advocates on behalf of rural communities in states throughout the country and help administer the valuable programs and services provided by the USDA that can enhance their economic success," said Agriculture Secretary Tom Vilsack. Matthew Jones was named USDA Montana State Director.

Davidson 99 Regional Stock Index® Ahead of Dow for Year |

GREAT FALLS--(BUSINESS WIRE)--D.A. Davidson & Co., the largest full-service investment firm based in the Northwest, announced that the Davidson 99 Regional Stock Index® continues to outperform the Dow Jones Industrial Average for the year and since its inception, strengthened in part by its exposure to the consumer cyclical and technology market sectors.
For the second quarter of 2009, the Davidson 99 showed a 20 percent gain, compared with the Dow Jones Industrial Average, which was up 11 percent as of June 30. The Davidson 99 also outperformed the S&P 500, which was up 15% percent. Two other key indices, the NASDAQ and Russell 2000, finished the quarter with stronger performances, both ending up 20 percent.

GFDA Providing Loan Funds, Grants for Brownfield Development in Cascade County |

The Great Falls Development Authority (GFDA) is currently providing Revolving Loan Funds (RLF) and grants in Cascade County. The GFDA has drafted an informational handout explaining the Brownfield. The text from that informational piece:
WHAT IS A BROWNFIELD? A Brownfield is a property on which expansion or redevelopment or reuse may be complicated by the presence or perceived presence, of contaminants. Examples include: abandoned, idled, or underused industrial or commercial properties; properties with lead based paint or asbestos; properties contaminated by controlled substances such as meth; etc Petroleum contaminated sites, Super Fund sites, sites subject to CERCLA or federal properties are not eligible.
WHAT ASSISTANCE IS AVAILABLE? Revolving loan funds and grants are available to businesses in Cascade County for the cleanup and rehabilitation of Brownfield sites for the benefit of developers, the environment and the community. The RLF is a flexible, low interest alternative to a traditional loan. A maximum of $200,000 loan or grant is available per site for eligible and qualifying projects. Your project may qualify for both a $200,000 loan and a $200,000 grant.

Governor Schweitzer Announces Funding Availability for Biomass Energy Feasibility Studies |

(HELENA) - Governor Brian Schweitzer announced the availability of $475,000 in grants for biomass energy feasibility studies through the Montana Department of Commerce. The Montana Reinvestment Act (HB 645), passed by the 61st Montana Legislature, appropriated funds for the Montana Department of Commerce to fund biomass project feasibility studies and other expenditures related to biomass. The Montana Reinvestment Act implements the federal American Recovery and Reinvestment Act (ARRA) of 2009.
The department is providing grant funds to interested applicants for the preparation of biomass feasibility studies. The qualified applicant, if awarded a grant, will prepare a feasibility study focused on assessing the potential for the development of one or more, woody biomass generation plants in Montana.
The State of Montana is looking to the western part of the state as a potential location for private sector driven development of woody biomass energy generation plants. This will be a complement to ongoing projects that use alternative energy sources for power generation.

U.S. Treasury Announces Major Grant to MCDC for Small Business Loans
(Missoula) - The U.S. Treasury Department announced a $2 million grant to the Montana Community Development Corporation (MCDC), of Missoula, for statewide business loans. Amidst stiff national competition, MCDC received the top dollar amount awarded for its loan fund.
The Community Development Financial Institutions (CDFI) Fund provides business development money to economically distressed communities. This year 182 applicants submitted $260 million in grant and loan requests. The Fund provided $90 million to 59 different community development financial institutions nationwide.
"MCDC's proven track-record of raising private philanthropic donations gave them an edge over other applicants", says Rosalie Cates, President of MCDC. With over $2.2 million in private donations already in its loan fund, MCDC was well positioned to win the award. "Private donations to MCDC's loan fund have created a community chest that works to attract federal grant money, which creates more wealth for all residents," Cates said.

The Great Falls Area Chamber of Commerce Leadership Great Falls (LGF) program is accepting applications for LGF Class of 2009-2010. LGF is an organization dedicated to educate and motivate existing and potential leaders by encouraging community involvement for the betterment of the Great Falls Community.
Applications must be submitted to the Great Falls Area Chamber of Commerce by no later than 3pm on July 3, 2009. The class size is limited, so apply now.
