DOL WIRED Grant to Train in Green Technologies

Go GreenHelena, MT - Montana's Department of Labor and Industry announced a new $70,000 WIRED (Workforce Innovation and Regional Economic Development) grant awarded to its Apprenticeship and Training Program. The grant is designed to help labor groups train technical instructors in 'green' coursework.

 

"This is a great investment in our 21st century workforce," Department of Labor and Industry Commissioner Keith Kelly said. "This grant allows instructors to be trained in rapidly changing technologies, giving a competitive edge to Montana's apprentices."

 

Labor-affiliated apprenticeship programs provide a high quality classroom instructor training environment for approximately 48% of all registered Montana apprentices, but these training programs currently have limited budgets to upgrade instructors to compete in 'green' and energy efficient technologies. The new WIRED grant funding will provide an estimated 20 active labor-affiliated apprenticeship programs with an additional $3,500 per program to offset the cost for this new instructor training.

Frank Trocki Selected as MSU-Northern Chancellor

EducationHavre - Montana State University President Geoff Gamble announced that, subject to approval by the Montana Board of Regents, Frank Trocki will be the new chancellor for MSU-Northern. Gamble and Trocki have been in Helena today to meet with Montana University System leaders and then will travel to Havre, where Gamble will introduce Trocki and his wife Joan to the campus and the community. Trocki's appointment will begin in late July.

"Frank Trocki is a great choice for the students of Northern and the Hi-Line community. I have confidence he will bring vision and strong leadership to the task of making Northern the best it can be for students," Gamble said. "In addition, Frank and Joan will, I know, be a wonderful addition to the Havre and Hi-Line communities."

Trocki, 62, is currently vice president of business development for Lincoln Educational Services/Lincoln College of Technology in West Orange, N.J. He has a doctorate of education from West Virginia University in Morgantown, W.Va., and a master's and bachelor's in industrial technology from Fitchburg State College in Fitchburg, Mass.

Central Ag Research Center in Moccasin Field Day July 9

AgricultureThe annual field day at the Central Agricultural Research Center in Moccasin will be held Thursday, July 9.

Field tours will run from 9:30 a.m. through 1:30 p.m. with a noon lunch break. Lunch will be provided by area agribusinesses.

Agricultural research presentations will cover cereal grain variety development, a tool for developing economic fertilizer use strategies, Ley farming (reduced input), wheat rotations with camelina, camelina research results, high and low energy consumption crop production methods, nematodes in cereal rotations, crop plant diseases and other pests, and forage species (annual and perennial) and production methods.

Refineries in Billings Resolve Clean Air Act Violations

HELENA - The Montana Department of Environmental Quality (DEQ) recently settled enforcement actions against the CHS, Inc. Laurel Refinery and the ConocoPhillips Company Billings Refinery for failing to comply with their Montana Air Quality Operating Permits and Montana Air Quality Permits at their refineries. CHS paid a $165,000 administrative penalty and Conoco paid a $351,500 administrative penalty to the DEQ as part of the settlements.

 

Conoco's permits state that stack emissions can not exceed an opacity of 20% averaged over six consecutive minutes. Conoco's continuous opacity monitoring system data indicated 109 hours (1,090 individual six consecutive minute exceedances) of opacity greater than 20% from April 27 to May 2, 2007. For approximately 49 of these hours, the opacity was 100%. In addition, data indicated the continuous compliance limit was also exceeded on April 29, 2007. Conoco also failed to perform daily calibration drift checks and daily calibration drift assessments on their continuous emission monitoring systems for a 38-day period between September 12, 2006 and October 20, 2006.

Obama Admin Name Matt Jones State Director for Rural Development

WASHINGTON - The Obama Administration began naming individuals who will serve as State Director for Rural Development at the USDA.

 

"These individuals will be important advocates on behalf of rural communities in states throughout the country and help administer the valuable programs and services provided by the USDA that can enhance their economic success," said Agriculture Secretary Tom Vilsack.  Matthew Jones was named USDA Montana State Director.

Davidson 99 Regional Stock Index® Ahead of Dow for Year

Davidson & Co., the largest full-service investment firm based in the Northwest, announced that the Davidson 99 Regional Stock Index® continues to outperform the Dow Jones Industrial Average for the year and since its inception, strengthened in part by its exposure to the consumer cyclical and technology market sectors.

 

For the second quarter of 2009, the Davidson 99 showed a 20 percent gain, compared with the Dow Jones Industrial Average, which was up 11 percent as of June 30. GFDA Providing Loan Funds, Grants for Brownfield Development in Cascade County

GFDAThe Great Falls Development Authority (GFDA) is currently providing Revolving Loan Funds (RLF) and grants in Cascade County.  The GFDA has drafted an informational handout explaining the Brownfield.  The text from that informational piece:

 

WHAT IS A BROWNFIELD? A Brownfield is a property on which expansion or redevelopment or reuse may be complicated by the presence or perceived presence, of contaminants. Examples include: abandoned, idled, or underused industrial or commercial properties; properties with lead based paint or asbestos; properties contaminated by controlled substances such as meth; etc Petroleum contaminated sites, Super Fund sites, sites subject  to CERCLA or federal properties are not eligible.

 

WHAT ASSISTANCE IS AVAILABLE? Revolving loan funds and grants are available to businesses in Cascade County for the cleanup and rehabilitation of Brownfield sites for the benefit of developers, the environment and the community. The RLF is a flexible, low interest alternative to a traditional loan. A maximum of $200,000 loan or grant is available per site for eligible and qualifying projects. Your project may qualify for both a $200,000 loan and a $200,000 grant.

Governor Schweitzer Announces Funding Availability for Biomass Energy Feasibility Studies

(HELENA) - Governor Brian Schweitzer announced the availability of $475,000 in grants for biomass energy feasibility studies through the Montana Department of Commerce.  The Montana Reinvestment Act (HB 645), passed by the 61st Montana Legislature, appropriated funds for the Montana Department of Commerce to fund biomass project feasibility studies and other expenditures related to biomass.  The Montana Reinvestment Act implements the federal American Recovery and Reinvestment Act (ARRA) of 2009.

 

The department is providing grant funds to interested applicants for the preparation of biomass feasibility studies.  The qualified applicant, if awarded a grant, will prepare a feasibility study focused on assessing the potential for the development of one or more, woody biomass generation plants in Montana.

 

The State of Montana is looking to the western part of the state as a potential location for private sector driven development of woody biomass energy generation plants. This will be a complement to ongoing projects that use alternative energy sources for power generation.

Two Million Dollars For Montana Small Business Loans

U.S. Treasury Announces Major Grant to MCDC for Small Business Loans

 

(Missoula) - The U.S. Treasury Department announced a $2 million grant to the Montana Community Development Corporation (MCDC), of Missoula, for statewide business loans.  Amidst stiff national competition, MCDC received the top dollar amount awarded for its loan fund.

 

The Community Development Financial Institutions (CDFI) Fund provides business development money to economically distressed communities.  This year 182 applicants submitted $260 million in grant and loan requests.  The Fund provided $90 million to 59 different community development financial institutions nationwide.

 

"MCDC's proven track-record of raising private philanthropic donations gave them an edge over other applicants", says Rosalie Cates, President of MCDC. With over $2.2 million in private donations already in its loan fund, MCDC was well positioned to win the award.  "Private donations to MCDC's loan fund have created a community chest that works to attract federal grant money, which creates more wealth for all residents," Cates said.
